Inside the Black Box: Raising Standards Through Classroom Assessment By Paul Black and Dylan Wiliam Firm evidence shows that formative assessment is an essential component of classroom work and that its development can raise standards of achievement, Mr. Black and Mr. Wiliam point out. Indeed, they know of no other way of raising standards for which such a strong prima facie case can be made. Raising the standards of learning that are achieved through schooling is an important national priority. In recent years, governments throughout the world have been more and more vigorous in making changes in pursuit of this aim. National, state, and district standards; target setting; enhanced programs for Read More

Rescuing Our Schools from "Tougher Standards"

Rescuing Our Schools from "Tougher Standards" A plague has been sweeping through American schools, wiping out the most innovative instruction and beating down some of the best teachers and administrators. Ironically, that plague has been unleashed in the name of improving schools. Invoking such terms as "tougher standards," "accountability," and "raising the bar," people with little understanding of how children learn have imposed a heavy-handed, top-down, test-driven version of school reform that is lowering the quality of education in this country. It has taken some educators and parents a while to realize that the rhetoric of "standards" is turning schools into giant test-prep centers, effectively closing off intellectual inquiry and undermining enthusiasm for learning (and teaching). Standards-Based Reform: What is Missing? by Patricia Cloud Duttweiler and Undine McEvoy Introduction Newspapers and journals across the nation are publishing articles about educational standards and their impact on schools and students. In most of the articles, the issue of higher standards is invariably coupled with (a) the necessity for assessing students’ achievement to determine if they are meeting the higher standards and (b) developing ways to hold students, schools, teachers, and principals accountable for meeting the standards. This paper suggests that standards-based reform is doomed to fai Read More

Virginia's K-12 Education Reform: Raising Student Achievement in Virginia The following information packet was prepared at the request of the Board of Education to provide a chronology and summary of each phase of the educational reform taking place in Virginia. The Commonwealth of Virginia initiated comprehensive reform in public education four years ago when the Board of Education adopted rigorous, specific grade-by-grade Standards of Learning (SOLs). Since that time a testing program based on the SOLs has been implemented and new Standards of Accreditation (SOA) adopted for schools which incorporate test results in requirements for student high school graduation and individual school accreditation. In the spring of 1999, school performance report cards were sent to local school division Read More
