In 1913, five years prior to the centennial of statehood, Wallace Rice submitted a proposal for an Illinois state flag. It had horizontal white-blue-white stripes with 20 blue stars and 1 large white star, representing Illinois's position as the 21st state to join the Union. The legislature did not approve the design, but on July 6, 1915, it adopted a flag that had been developed in a contest sponsored by the Daughters of the American Revolution.
