THE MINNESOTA FAMILY INVESTMENT PROGRAM

A proposal for deep reductions in welfare benefits to poor families paralyzed the Minnesota legislature in 1986. A majority in the state House of Representatives, charging that low-income people migrated to Minnesota because of its relatively generous public-assistance programs, wanted to slash welfare benefits by 30 percent.
