President Bill Clinton signed historic welfare reform legislation in the summer of 1996. But it really marked only the beginning of a grand experiment in federalism. Now the states are empowered to create their own welfare programs while trying to move welfare recipients to jobs. Will it work?

25. Welfare Reform
Congress should
end all federal funding of welfare, sending responsibility for both welfare programs and tax sources back to the states; and
tear down barriers to economic growth and entrepreneurship.
From across the political and ideological spectrum, there is now almost universal acknowledgement that the American social welfare system has been a failure. Since the start of the War on Poverty in 1965, the United States has spent more than $5.4 trillion tryi ...

The Gestapo of Welfare Reform
By Lucky Jean
There is a sinister trend emerging in the area of welfare reform that has gone largely unnoticed by non-poor people: the role of CSD (Children’s Services Department).
While CSD is supposed to help children by removing them from abusive and/or neglectful parents, what they have ended up doing in many cases is to define conditions of poverty or voluntary simplicity as "neglect" and demand that parents live a middl ...

Welfare Reform and Reducing Teen Pregnancy
The Public Interest, Winter 2000
Isabel V. Sawhill, Senior Fellow, Economic Studies Program
Almost no one thinks it's a good idea for unwed teenagers to become parents. It would be the odd parent, indeed, who counseled their own teenage son or daughter to start a family, Most parents hope that their children will finish school, find a job, and marry before they take on the burdens of parenthood. But what the majority of parents, almost ...

Welfare Reform and the 'Deadbeat Dad' or Unemployed Father?
By Cheri Honkala
Every morning, across the United States, the hunt begins: Fathers are dragged out of homes, handcuffed and incarcerated. Mothers cry in welfare offices while child-support-enforcement workers demand answers to the dozens of questions as to the whereabouts of the father.
Child support is the latest arena in the battle to overhaul America's welfare system. The target being used to make this conquest is the newes ...

Rolls down sharply, but many struggle, go back on assistance
Thursday, December 02, 1999
By Steve Levin, Post-Gazette Staff Writer
The good news about Pennsylvania's welfare reform is that through Dec. 31, 1998, the state's welfare caseload had declined 35 percent, with 126,367 adult recipients leaving cash assistance rolls and not returning.
That statistic was highlighted in the state Department of Public Welfare's ...

Twin Cities/Madison District
June 1998
On July 1, 1997 a disaster started unfolding. This disaster is throwing families into the streets and forcing people to go hungry. As the disaster spreads further, thousands will be engaged in slave labor; wages will fall for all working people, especially women and people of color; and the rich will be laughing all the way to the bank. The disaster is welfare reform. It is up to us to stop it.

Vol. 1, No. 1 What Are the Key Provisions of Welfare Reform?
Federal welfare reform revolutionizes the way America addresses the needs of the poor. States now have the authority to design and implement welfare policies with very few federal requirements. The federal AFDC program is gone, along with its entitlements to cash assistance for needy families. The legislative vehicle that replaced it, called the Temporary Assistance ...
